ABOUT MTCD
The Directorate of Manpower Training and Capacity Development headed by a Deputy Director,  Dr. E. C. Agedah is one of the technical directorates in NAEC. It is structured into two departments viz; Department of Capacity Development Planning (CDP) and Department of Human Resources Development (HRD). The Department of Capacity Development Planning (CDP) is made up of Capacity Development Planning, ICT and Library Services Divisions while the Department of Human Resources Development (HRD) have Education, Training and Professional Affiliations as its Divisions.

RESPONSIBILITIES OF THE MTCD
The Directorate is responsible for the planning, development and coordination of Education and Training programmes in line with the first element of the three phased Technical Framework (TF) for the implementation of the nuclear energy programme, which is Manpower Training, Capacity Building and Infrastructure Development. In addition it advises the Commission on matters relating to the formulation, execution and review of manpower, training & capacity development policies and programmes.

To this end, the Directorate has developed and is implementing the Human Resource Development (HRD) in cooperation and partnership with key players (National Institutions, Member States, international donors and the IAEA) to engage in research, education and training activities.

CURRENT STATUS OF NUCLEAR ENERGY PROGRAMME WORKFORCE
There are a number of professionals with advanced training and degrees in various specialized fields of nuclear science and technology in the country. Nigeria has a large stock of engineers, scientists and technicians (mechanical, electrical, chemical, etc.), who are being or can be trained or retrained for the nuclear energy programme. From available statistics, the current and future manpower needs of institutions involved in the development of requisite nuclear workforce for the NPP and other nuclear projects have been determined and included in the HRD plan. This statistic is mainly applicable to NAEC and the Nuclear Energy Research Centres (NERCs) which are affiliated to universities with whom NAEC has MoUs. The available manpower for the different subject areas includes 56 PhDs, 137 Masters and 296 Bachelors/ Higher National Diploma.

EXISTING/POTENTIAL INTERNATIONAL EDUCATION AND TRAINING COLLABORATIONS
The existing bilateral and multilateral cooperation arrangements for graduate studies with international organizations and educational institutions are useful opportunities explored to execute masters and doctoral programmes in relevant subject areas. Some of these arrangements are in Nuclear Science and Nuclear Engineering in China, Russia and South Korea. In addition, IAEA, AFRA and fellowship programmes from other international organisations are also being utilised as part of the education and training strategies.

ACHIEMENTS.
The under listed are the modest achievements of the Directorate:

  1. A Human Resource Development plan is developed and being implemented.
  2. Introduction of appropriate diploma, undergraduate and graduate degree programmes in nuclear science and engineering in the partnering institutions.
  3. Bridging of the current manpower limitations across all institutions and positioning NAEC to effectively build the needed capacity at the respective research centres while also meeting its manpower training obligations.
  4. Development of curricula and nuclear education programmes in partnering universities.
  5. Coordination of post graduate education programmes in offshore universities leading to the generation of over Fifty (60) Masters and PhD graduates.
  6. Successful implementation of in-house training programmes including IT students, Youth Corp members and new employee.
  7. Development of the structure of Project Management Team (PMT) or Owner’s Engineer of the Joint Stock Company (JSC).
  8. Development of a document for the Establishment of Central Nuclear Technology Training Facility (CNTTF), Sheda, Abuja.
  9. Successful implementation of a National Training Course on the Nuclear Power Human Resource (NPHR) Modeling Tool in collaboration with the IAEA.
